Overview
Capability Targets allow customers to define the desired number of people who should be skilled at a particular skill level, for a specific skill, within a team, role, location, or organization. This feature helps your organization plan, measure, and achieve workforce capability goals aligned to strategic, operational, or compliance needs. For example, you may want to ensure that at least 5 people in your Development team are skilled at Level 3 or higher in JavaScript. Capability Targets make that possible and trackable.

How It Works
Capability Targets work by linking three key dimensions:
- Skill – The capability area you want to target (e.g. Python, First Aid)
- Skill Level – The level of proficiency required (e.g. Level 3)
- Target Group – Who the target applies to (e.g. a specific team, role, location, or organization)
You then specify the Target Number of People you want to be skilled at or above that level.
Enabling the Capability Targets Feature
You may need to enable the Capability targets feature before being able to use it. Only Administrators can enable or disable features in Skills Base. Administrators can enable the Capability Targets feature via the following steps:
- Click or tap [Administration > Modules]
- Scroll down to "Heavy Configuration Module" section
- Switch on "Capability targets" feature
Granting privileges
To allow people in the organization to see or set capability targets, the necessary privileges need to be granted.
- To grant a Security Group access to view Capability Targets and metrics, grant [(Entity) > View > Capability],
- To grant a Security Group access to set Capability Targets you must grant both [(Entity) > View > Capability] and [(Entity) > Set Capability Targets]
Where "(Entity)" is "Team", "Role", "Location" or "Organisation"
Setting a Capability Target
Capability targets can be set by people who have
- Navigate to the dashboard of the desired entity (team, role, location, or organization)
- Click or tap the "Capability" tab. If you don't see the tab refer to "Enabling the Capability Targets Feature" above.
- Click or tap the "Add a Capability Target" button
- Select a skill from the list, and click or tap "Select". You can also search skills using the search bar.
- Enter the target number of people.
- Select "At least" to track people at or above the desired skill level, or "Exactly" to track people exactly at the desired skill level.
- Enter the desired skill level
- Click "Save changes"
Viewing and interpreting Capability Targets
Capability Target metrics are shown in the table of the "Capability" tab. It lists the skill and its skill category, along with the criteria and skill level that were set, and then the achievement metric. The achievement metrics is made up of three parts:
- The actual number of people
- The target number of people
- The achievement, expressed as a percentage calculated as: (actual number of people / target number of people) x 100
Tips for Success
- 🎯 Start with high-risk or high-impact skills — those required for compliance, safety, or business continuity
- 🤝 Involve team leads in defining meaningful and achievable targets
- 🔄 Review regularly to reflect changes in workforce or strategic direction
- 📥 Use reports to export target performance for audits or planning meetings
